PROJECT DESCRIPTION  

POLISH-SWISS COOPERATION PROGRAMME

The Municipality of Krosno has launched a strategic project entitled ‘Our Krosno: green, enterprising and co-managed with residents’. The project is funded by the Second Swiss Financial Contribution to selected European Union Member States, aimed at reducing socio-economic disparities within the European Union, and from the state budget.

OBJECTIVES OF THE ACTIVITIES

The project constitutes a multifaceted and integrated response to the key development challenges facing Krosno and its neighbouring partner municipalities, namely progressive depopulation and the exodus of the younger generation. Social analyses clearly indicate that young people see no prospects in the region and are migrating to larger centres due to economic, environmental and social deficits.

The overarching aim of this project is to reverse this trend by building an attractive proposition for Krosno as a place where young people wish to pursue their life and career plans, creating attractive conditions for their living and development, preventing migration to larger centres, improving the quality of life for residents of medium-sized towns, and reducing socio-economic disparities in Poland.

MAIN ACTIVITIES

To address the identified issues comprehensively, the project has been divided into three integrated thematic pillars:

The economic dimension: ‘FULFIL YOUR POTENTIAL’. This focuses on developing an innovative economy and the creative sector in order to retain local talent.

ACTION 1: Krosno – a city of talent – preparing a workforce with the skills needed in the local labour market (This involves the development of modern vocational and specialist education, closely linked to the needs of local employers. In practice, this means, among other things, new educational and training programmes, cooperation between schools and businesses, and support for young people in acquiring the skills of the future)

ACTION 2: Entrepreneurship as Krosno’s superpower – stimulating and supporting local business (Support aimed at micro, small and medium-sized enterprises includes, amongst other things, access to finance and development tools, support for innovation and new investments, and the creation of better conditions for doing business)

The environmental and health area “LIVE HEALTHY, BE ECO”. It addresses climate challenges and the need to improve the overall quality of life for residents in urban areas.

ACTION 3: Development of zero-emission transport within the Krosno Functional Urban Area (One of the key actions is the development of eco-friendly public transport, which includes investment in zero-emission rolling stock, the development of transport infrastructure, and improved transport accessibility)

ACTION 4: Our green and breathable city (Environmental measures include the development of green spaces, the creation of parks, urban gardens and green bus stops, and initiatives to promote biodiversity and water retention)

ACTION 5: Improving access to medical services for the residents of Krosno (Development of health and social services by improving access to medical care, supporting the healthcare system, and developing services for those requiring support, including young people struggling with emotional issues and older people)

Social sphere “CREATE YOUR CITY”. Aims to rebuild social capital and involve citizens in decision-making processes:

ACTION 6: Increasing the social engagement of Krosno’s residents (Strengthening social relations and residents’ participation in city life to prevent migration, through local initiatives, integration activities and the development of social dialogue).

BENEFICIARY AND TARGET GROUPS

The beneficiary responsible for implementing the entire project is the Municipality of Krosno. The project is aimed at the wider community across the entire Krosno MOF area, with a particular focus on the following target groups

  • Children and young people – skills development, educational support and mental health prevention.
  • Older people (65+) – health improvement, rehabilitation and social activation.
  • Entrepreneurs and those planning to start a business – support for entrepreneurship, innovation and business development.
  • Residents of Krosno and the Krosno MOF – improving quality of life, access to public and educational services, and green spaces.
  • Non-governmental organisations – development of social initiatives and civic cooperation.
  • Local leaders and communities – strengthening community participation and co-management of the town.
  • Students and schools – development of professional skills, creativity and preparation for the labour market.
  • Local government bodies within the Krosno Metropolitan Area – building partnerships and joint implementation of development activities.

PLANNED OUTCOMES AND RESULTS OF THE PROJECT:

Thanks to the complementary nature of all the planned activities, the project will bring about long-term effects that will stabilise the development of the entire region.

  • Economic dimension – strengthening the innovation-driven economy and the creative sector, stemming the outflow of young talent, the creation of new businesses, and the training of staff specifically tailored to the needs of local businesses.
  • Environmental and health dimension – reducing exhaust emissions and improving air quality through zero-emission buses, increasing green spaces, reducing the risk of emotional problems among young people, and increasing the independence and activity of older people.
  • Social dimension – more effective involvement of residents in co-managing the city, increased activity of NGOs, development of intergenerational integration, and strengthening of local identity.
  • Institutional dimension – improving the skills of teachers, MKS drivers, and staff at the Social Innovation Office, which will ensure the sustainability of the project’s results.

    All the infrastructure created and support programmes will be fully accessible and adapted to people with special needs, including those with disabilities.

PROJECT PARTNERS:

The involvement of partners is crucial to achieving the planned outcomes and providing support to young people across the entire Urban Functional Area. Six neighbouring local authorities have joined the project, each of which is working towards specific targets:

  • Chorkówka Municipality – under Measure 1, it will equip 8 schools with career guidance resources and provide pupils with counselling and the opportunity to attend career fairs. Under Measure 2, it will set up creativity workshops in 8 schools and organise workshops at the Business Incubator.
  • Jedlicze Municipality – under Measure 1, it will equip 8 schools with career guidance resources and provide pupils with counselling and the opportunity to attend career fairs. Under Measure 2, it will set up creativity workshops in 8 schools and organise workshops at the Business Incubator.
  • Korczyna Municipality – under Measure 1, it will equip 5 schools with career guidance resources and provide pupils with counselling and the opportunity to attend career fairs. Under Measure 2, it will set up creativity workshops in 5 schools and organise workshops at the Business Incubator.
  • Krościenko Wyżne Municipality – under Measure 1, it will equip 1 school with career guidance resources and provide pupils with counselling and participation in career fairs. Under Measure 2, it will set up creativity workshops in 1 school and organise workshops at the Business Incubator.
  • The Municipality of Miejsce Piastowe – under Measure 1, will equip seven schools with career guidance resources and provide pupils with counselling and the opportunity to attend career fairs. Under Measure 2, it will set up creativity workshops in seven schools and organise workshops at the Business Incubator.
  • Wojaszówka Municipality – under Measure 1, it will equip 6 schools with career guidance resources and provide pupils with counselling and opportunities to attend career fairs. Under Measure 2, it will set up creativity workshops in 6 schools and organise workshops at the Business Incubator.

    Joint partnership activities will tangibly increase the potential of the entire Krosno MOF, contributing to the promotion of sustainable economic growth.
