Jarosław, Jasło, Krosno and Nisko – Local Development Program

The cities Jarosław, Jasło, Krosno and Nisko are going to be given approx. 15,000,000 Polish zlotys (each) for the implementation of development plans. These are another of the 29 winners in the Local Development Program that will receive support from the Norwegian and EEA Funds. These are the provisions of the agreements concluded today, which were signed with local government officials in Rzeszów by the Deputy Minister of Funds and Regional Policy, Małgorzata Jarosińska-Jedynak

 

- The Local Development Program is comprehensive support for the development of small and medium-sized towns. It means changes in the quality of the environment, support for entrepreneurship, the effectiveness of public administration and the standard of living of residents of small and medium-sized towns. The Ministry of Funds and Regional Policy supports projects aimed at the sustainable development of small and medium-sized towns, said Deputy Minister Małgorzata Jarosińska-Jedynak when signing the contract.

The local governments of Podkarpacie: Jarosław, Jasło, Krosno, Nisko, Przemyśl, Stalowa Wola, thanks to the support from the Local Development Program, will be able to implement pro-development investments. The prepared projects will contribute to the comprehensive environmental, social, economic and institutional development of the winning cities, emphasizes Voivode Ewa Leniart.

I am convinced that the funds that will go to the cities of Podkarpacie will be well managed and will allow residents to enjoy positive changes in their immediate surroundings - says Stanisław Kruczek, member of the board of the Podkarpackie Voivodeship.

The projects for which we are signing contracts today are characterized by many innovative activities that will improve the quality of life in the city and direct it to new development paths.

  • Jarosław will implement activities related to adaptation to climate change and improvement of air quality. Digital transformation activities will also be very important, as they will improve the quality of services provided by the city and the quality of life of residents.
  • Jasło focused on socio-economic development. The effect of the project will be to improve the quality of life of residents by: increasing their activity, improving transport accessibility in the city, increasing economic activity, improving access to vocational education, increasing the resident's identification with the city, supporting excluded people and higher ecological awareness.
  • Krosno will create a Youth Activity Center, bicycle infrastructure and pocket parks. It will also stimulate young entrepreneurship and educate business staff, including: in the form of dual studies and soft skills training. The city is implementing the project in cooperation with nine partners.
  • Nisko plans extensive ecological education for residents, creating conditions for the development of local entrepreneurship and expanding the offer of spending free time for residents.

 

The contract signed today concerns a very important project for Jarosław, on which many people worked for 1.5 years. Its implementation will allow us to take care of the social sphere, improving air quality, by launching ecological public transport, creating an important transfer center at the Railway Station, implementing SMART CITY, i.e. computerizing many services, so as to make people's lives much easier and encourage them to connect their future with our city. I am very glad that we have received such large funding, which will allow us to make Jarosław an exceptionally friendly place to live, live and work - sums up Waldemar Paluch, Mayor of Jarosław.


- Over 40 people representing various environments worked on the preparation of our project "Jasło - my city, my home". Thank you all very much for your commitment and time - every vote, every opinion was valuable and important to us. We are grateful for the funds received, because thanks to them we will be able to carry out tasks that will influence the socio-economic development of our city - emphasizes Ryszard Pabian, mayor of Jasło.




Krosno operates with the needs of young residents in mind, is open to grassroots initiatives, and actively cooperates with non-governmental organizations. It is a city that wants to become greener and at the same time focuses on the development of entrepreneurship. Together with residents and representatives of the third sector, we have prepared a project combining all these aspects - thanks to it, Krosno will be an even better place to live - emphasizes Tomasz Soliński, deputy mayor of Krosno.


The planned activities will contribute to the dynamic development of our city, to improving the living conditions of our residents, and the key effect of the project implementation will be the implementation of the New Nisko Development Path, including: by implementing a modern system of teaching computer science and foreign languages ​​from primary to secondary school level. We would like to thank our advisors from the Association of Polish Cities, all participants of the Local Development Cluster, which was created during the preparation of the application documentation, for supporting our activities during the preparation of the project, as well as the donors of the program, for supporting Polish local governments in their strategic development - states Waldemar Ślusarczyk, Mayor of the municipality and town of Nisko.

 

Norwegian Funds

 

The Norwegian Financial Mechanism and the Financial Mechanism of the European Economic Area (i.e. the so-called Norwegian and EEA Funds) are a special pool of funds granted by Norway, Iceland and Liechtenstein to several countries of Central and Southern Europe and the Baltic countries. In return, these three countries have access to the European Union's internal market, even though they are not members.

Poland will use these funds for the third time. We have EUR 809 million available for the years 2014-2021 (the implementation periods of the Norwegian Funds and EU funds do not overlap). The contract for the implementation of the Local Development Program amounts to PLN 117.6 million, of which 15%, i.e. EUR 17.6 million, is the contribution by the state.


The project „We create+ We develop+ We activate+ We motivate+ We determine+ We change= KROSNO” implemented as a part of the Local Development Programme, co-financed in 85 % from the Norwegian Financial Mechanism 2014-2021 and in 15 % from the State Budget.

The amount of funding received is 15,328,498.86 PLN. The beneficiary/lead partner is the Municipality of Krosno. The aim of the project is to comprehensively improve the quality of life in Krosno and better adapt Krosno's administration to the needs of its residents.
